Kerala Electrical Safety - in the way to wind up

Hi Everybody,
Electrical Safety has the same importance as that of any other situations. What will happen, if the vehicle traffic is not properly controlled? Can we think, let the public themselves control it? Electricity is more terrific than such situations. If we are not properly guided, how to use it, the safety can’t have any role there. Just like the Motor Vehicle Dept. or the Dept. of Explosives, we have the Dept. of Electrical Inspectorate to handle with the Electrical Safety. In Kerala the Dept. is most efficiently functioning and look after the safety more effectively and thus such death rate is the lowest in our state than other states. Of course, such govt. departments should not be a hurdle to the industrial development of our state. I, always give my first preference to this point. For which, more efficiency should be extracted by thorough training or so. But, here the Central Govt. is planning to wind up the dept. I must say, such a tendency was aroused through the IAS cadre of the Central Govt. by observing only the other states. I could add more, if we discuss the matter here. The decision is left to the others and I have to know, how strong the team is. Thanks.

Hi,
I was presenting the situation of winding up the department of Electrical Inspectorate, Govt. of Kerala, which deals with the "Electrical Safety". The steps were initiated through the ‘Rules’ getting framed in association with the Electricity Act-2003. Actually the Act aims for “completely freeing captive power generation and for creating an atmosphere for the industry to invest in transmission and distribution to boost power sector”. Still it is having many hidden targets to privatize the ‘whole’ as a part of “Globalization”.The ‘whole’ I meant above has its own meaning. The ‘Rules’ are targeting to wind up even the associated statutory bodies and hand over the functions to private agencies. Before going into deep discussion, let me pin point an anomaly I noted with the draft for defining power & functions of the Electrical Inspectors. The Electricity Act-2003 says, to keep the control with the Appropriate Govt., while the draft says to hand over the control of this statutory department to the Appropriate Commission. Appropriate Commission means the “Regulatory Commission’. In Kerala it is the “Kerala State Electricity Regulatory Commission”. Their website is http://erckerala.org/. You may note it as an autonomous body with one Chairman & Two Members. Only one of them is a technical person. So, the attempt is to handover the control of such a technical statutory department to a single technical membered autonomous body. Below this body there will be many private agencies to take over the functions of the department, which I shall describe in the due course. But to strike your mind, let me tell you with an example the true story of the ‘Private Electrical Consultancies’ in Kerala. We have many private agencies handling with such consultancies. The department can project many examples in which such consultants are designing with over rated Transformers, Generators, Breakers, etc. When the department scrutinizes such electrical schemes, they compel to reduce the ratings of the equipments in the economical point of view for the client. Why the private agencies design with over rating? Just to get the commissions from the respective manufactures.So, what could be the result? Do you believe it is as per Nation’s Policy? What will be the final result of such a privatization? You may note these all are away for which the “Electricity Act-2003” is defined. Private involvement aimed by this act, is misinterpreted by the IAS cadre, to privatize everything; even the statutory functions and finally even the Govt. itself. Ofcourse, in the near future we will have some private Ministers, Presidents, etc. to rule our country. Ofcourse, we could boost the Industrialization of our state by streamlining the department properly.I shall continue more about the functions of this department, what benefit the public is getting from the department, etc. in the next.

പേടിക്കേണ്ടാ രാജു, അപ്പോഴേക്കും രാജ്യമോ ഡിപ്പാര്‍ട്ടുമെന്റുകളോ ഒന്നും ഉണ്ടാകില്ലാ. ഇപ്പോ തന്നെ ചിലര്‍ ബുധനിലും ചന്ദ്രനിലും ഒക്കെപ്പോയി സ്ഥലം നോക്കുന്നുണ്ട്‌. ഭൂമി കുട്ടിച്ചോറായാല്‍ പോയി താമസിക്കേണ്ടേ?
