Yes you are right. But we have to address the requirements of the pilgrims as well. But when that is met with, the basic idea of the pilgrimage would be lost! It is about endurance and suffrering and not not luxury. The Govt is eating up the money more than what the TDB does I would say. Anyway, you have pointed out a very valid aspect, but it would have side efffects as well.
